The delay between crawl events.
This must stay above zebra_network’s DEFAULT_CRAWL_NEW_PEER_INTERVAL plus HANDSHAKE_TIMEOUT,
so address crawls, new connections, and mempool crawls stay ordered. It does not track the
block interval.
Using a prime number makes sure that mempool crawler fanouts don’t synchronise with other crawls.
