How long to wait before re-subscribing after a subscription stream ends or returns an error.

A stream ending isn’t necessarily a connection failure: the server can drop a subscription while it’s still reachable, and re-subscribing then succeeds and is dropped again. Without this delay that becomes a full-speed subscribe/drop loop that saturates the logs on both sides.
