Returns the transaction IDs excluded by an Exclude list of shortened
transaction IDs.
Each entry is a reversed prefix of the big-endian (display order) transaction ID
hex — equivalently, a suffix of the little-endian transaction ID bytes sent in
CompactTx.hash — matching lightwalletd, which reverses each entry before
comparing it with big-endian transaction IDs.
If an entry matches more than one transaction, none of the matching transactions are excluded, following the lightwalletd specification.
