Returns an error if addresses exceeds MAX_REQUEST_ADDRESSES. Collects the transparent addresses a client streams, validating each one as it arrives and stopping at the first invalid or excess entry.

Each message is only bounded by the gRPC message size, so buffering unvalidated input is unbounded in bytes even though the message count is capped.
