How long a peer group stays banned after reaching
MAX_PEER_MISBEHAVIOR_SCORE.
This matches zcashd’s and Bitcoin Core’s DEFAULT_MISBEHAVING_BANTIME.
§Security
Bans must expire. A ban applies to a whole peer group, and an IPv6 /64 can
be shared by unrelated nodes at providers that allocate narrower prefixes per
customer, so a permanent ban risks permanently isolating an honest peer.
Expiry also bounds the damage from a misattributed score, at the cost of
letting a genuinely malicious peer retry once the ban lapses — it is banned
again as soon as it misbehaves again.
